Introduction
This Publication Scheme is a complete guide to the information routinely made available to the public by Dr Goodison, Dr Lennon, Dr Tomson, Dr Harris, Dr Mischel, Dr Sonpal and Dr Shahsavanpour who are General Practitioners at Blackthorn Health Centre in Hamble, Southampton. It is a description of the information about our General Practitioners and Practice which we make publicly available. It will be reviewed at regular intervals and we will monitor its effectiveness.
How much does it cost?
The publications are all free unless otherwise indicated within each Class. Where information is provided at a cost the charges will be calculated as set out Class 7.
How is the information made available?
The information within each Class can be obtained from the practice manager.
Your rights to information
In addition to accessing the information identified in the Publication Scheme, you are entitled to request information about the Dr Goodison & Partners General Practice under the NHS Openness Code 1995.
The Freedom of Information Act 2000 recognises that members of the public have the right to know how public services are organised and run, how much they cost and how the decisions are made.
From January 1st 2005 it will oblige the General Practice to respond to requests about information that it holds, and is recorded in any format and it will create a right of access to that information. These rights are subject to some exemptions, which have to be taken into consideration before deciding what information it can release.
New environmental information regulations enable similar access to environmental information as under the Freedom of Information Act 2000.
Under the Data Protection Act 1998, you are also entitled to access your clinical records or any other personal information held about you. You should write to the practice manager at Dr Goodison & Partners, Blackthorn Health Centre. Satchell Lane, Hamble, Southampton SO31 4NQ to do this.

Classes of Information
All information at the Dr Goodison & Partners General Practice is held, retained and destroyed in accordance with NHS guidelines. Our commitment to publish information excludes any information, which can be legitimately withheld under the exemptions set out in the NHS Openness Code or Freedom of Information Act 2000. Where individual Classes are subject to exemptions, the main reasons are e.g. the protection of commercial interests and personal information under the Data Protection Act 1998. This applies to all Classes within the Publication Scheme. The information on this Scheme is grouped into the following broad categories:
1. Who we are
Class description: Details of the practice, organisational structures, key personnel and how we fit into the NHS.
Dr Goodison and Partners is a General Medical Service practice that serves the villages of Hamble, Netley Abbey and Bursledon in Southampton.
Our responsible primary care organisation is the Hampshire Primary Care Trust who are in Eastleigh and our local health authority is the South Central Health Authority who are in Winchester. The address for both of these organisations is posted on our website and is available upon request for those without access to the Internet from our reception staff or practice manager.
The practice's senior partner is Dr Goodison.
Sue Pollard is the practice manager who works Monday to Friday, excluding Thursdays and is responsible for the general management and day to day running of the practice. Yvette Quayle is our Finance Manager, Angela Felton is our Senior Practice Administrator. Both work full time and assist Sue in the general management and day to day running of the practice. Ann Markham and Ali Jocelyn operate a job-share as secretaries & PAs for the GPs.
We have five practice nurses.
We have two Office Managers responsible for front desk operations, Sue Lockwood and Joy Gray.
The practice aims to follow National Institute for Clinical Excellence and National Service Framework guidelines. We also participate in many PCT led clinical and non-clinical initiatives.
We are registered under the Data Protection Act 1998 with the Information Commissioner and data is held in accordance with the terms and provisions of that act. Some information may be withheld, including personal, confidential information about individuals, which is protected by the Data Protection Act 1998.
2. Our Services
Class description: The range of services we provide under contract to the NHS
We provide a wide range of services to our registered patients under contract to the NHS, this includes GP consultations, nurse consultations, new patient registration medicals, proscribed vaccination and immunisation programmes, disease management clinics, health promotion clinics, cervical cytology clinics, contraceptive services, maternity medical services, obstetric services provided by the local midwife, child health surveillance clinics, baby clinics, minor procedures, ECG screening and phlebotomy clinics. We are continually extending the range of clinics available to patients and you are advised to check out our website or practice leaflet for the latest information.
All patients whether registered with us or not are entitled to receive emergency care or immediately necessary treatment.
Some of the services we provide may involve information sharing with other agencies and these are governed by the code of conduct applicable to all health care professionals and is covered by the Data Protection Act 1998.

Open Monday to Friday, 8am to 6.30pm
We currently offer extended opening hours for routine appointments with a GP. These hours are worked on a 2 week rota and include late evenings, early mornings and Saturday morning surgeries.
In the event of emergency treatment being required by patients before 8am or after 6.30pm Monday to Friday, or any time over a weekend, they should call the surgery to obtain the necessary contact information for our out of hours provider. Depending upon the patient’s condition either telephone advice will be offered, they will be advised to attend out of hours walk in centre, or when necessary a home visit will be arranged.
We are a training practice and routinely have registrars, returning to work GPs or students working in the practice. Where students are in attendance, patient’s consent will be requested prior to their attending a consultation. Registrars are fully qualified doctors who study for a year in general practice in order to broaden their experience into the complex area of primary care.
3. Financial and funding information
Class Description: Funding details and charging policies.
The Dr Goodison & Partners General Practice receives money from the Hampshire Primary Care Trust according to its contract (as per Class 1 above) in exchange for services provided for patients.
The practice makes charges for certain services that are not covered by the NHS, for example some travel clinic immunisations, various certificates and medical reports. If you are unsure what is chargeable and what is not, you should contact our Practice Secretaries, Ann Markham or Ali Jocelyn. We follow BMA guidelines on charges where these are available. A detailed price list is available from the Practice Secretaries.
4. Regular publications and information for the public
Class Description: Guidance and information leaflets
The practice produces a Practice Leaflet, which is updated from time to time. This contains information on our opening hours, the clinics we run and the staff involved in running the practice.
We have a published complaints procedure, which is displayed in the waiting area of our surgery. A copy of this is available from reception or from our website at www.blackthornhealthcentre.org.uk.
GPs and nurses will sometimes issue factual sheets, these may be either produced by the practice and held on our intranet site or may be printed from the database of our clinical service provider. As the latter run into several thousand, it is impractical to provide a complete list of all of the clinical sheets available.
5. Complaints
Class Description: Policies, procedures and contacts for complaints.
The practice has a written complaints procedure, which is updated from time to time. In all instances we try to resolve complaints internally by investigating them and providing either a verbal or written explanation. We have guidelines governing the time in which you can expect a response and will provide a copy of our policy as soon as we receive a complaint, in this way, the complainant can see how the process works in the event they have not read it in advance. The policy also deals with the recourses open to complainants in the event they remain dissatisfied with the outcome. Our complaints policy is freely available from reception.
7. This Publication Scheme Class description: In this class we will publish any changes we make to this Publication Scheme, the criteria on which our information management policies are made and a referral point for all enquires regarding information management generally in the Trust. We will also publish any proposed changes or additions to publications already available.
Cost of Information
For the most part, we will charge you only for hard copies. Some information is available free, but for others there may be a charge. The charges will vary according to how information is made available. Charges are as follows:
a ) Via the General Practice/Primary Care Trust Web Site - Free of charge, although any charges for Internet Service provider and personal printing costs would have to be met by the individual. For those without Internet access, a single print-out as on the practice website would be available by post from the Practice Manager, Dr Goodison & Partners, Blackthorn Health Centre, Satchell Lane, Hamble, Hampshire SO31 4NQ. You should provide a self addressed and stamped envelope so this can be posted to you. Alternatively, by personal application at the Surgery reception from where printed copies would then be made available for collection. Requests for multiple printouts, or for archived copies of documents, which are no longer accessible or available on the web, may attract a charge for the retrieval, photocopy, postage etc. We will let you know the cost and charges that will have to be paid in advance. We will not provide printouts of other organisation’s websites.
b) Reports or copies of documents for insurance companies, solicitors and other organizations are charged at current BMA agreed rates and these are contained in our private fees list. The charges will be reviewed regularly.

Unless expressly indicated to the contrary, it may be reproduced free of charge in any format or medium provided it is done so accurately in a manner that will not mislead. Where items are re-published or copied to others, you must identify the source and acknowledge copyright status. This permit does not extend to third party material, accessed through the scheme.
